東協發表聯合聲明　聚焦中東局勢與區域能源安全合作

東協（ASEAN）與中國於2026年7月22日在菲律賓馬尼拉舉行的「東協—中國部長級會議（PMC）」後，共同發表《因應中東局勢對區域影響及強化區域能源合作聯合聲明》，除呼籲透過外交途徑化解中東衝突，也宣布深化能源安全、電力互聯及潔淨能源等多項合作。

ASEAN and China issued a Joint Statement following the ASEAN–China Post-Ministerial Conference (PMC) in Manila on 22 July 2026, calling for diplomatic solutions to the Middle East crisis while expanding cooperation on regional energy security, power connectivity, and clean energy.

關切中東衝突　支持外交談判降溫局勢

聯合聲明指出，中東局勢持續惡化，不僅威脅當地民眾安全，也衝擊全球及區域的和平、經濟、能源、貿易、投資及糧食安全。雙方歡迎美國與伊朗在巴基斯坦及卡達斡旋下持續展開談判，並呼籲相關各方透過多邊外交與對話，尋求和平且長久的解決方案。

The statement expressed concern over the worsening situation in the Middle East and welcomed ongoing negotiations between the United States and Iran, mediated by Pakistan and Qatar, urging all parties to pursue peaceful and lasting solutions through dialogue and multilateral diplomacy.

籲遵守停火　保障航運與飛航自由

東協與中國共同呼籲各方全面停止敵對行動，尊重各國主權與領土完整，保護平民及民用設施，確保人道援助順利進入衝突地區。同時重申應依據《聯合國海洋法公約》（UNCLOS），維護國際海峽航行及飛越自由，保障國際航運與航空安全。

ASEAN and China called for an immediate cessation of hostilities, respect for sovereignty and territorial integrity, protection of civilians, unhindered humanitarian access, and the preservation of freedom of navigation and overflight in accordance with international law, including UNCLOS.

深化能源合作　提升區域能源韌性

雙方同意建立更緊密的能源政策交流與合作機制，共同提升區域能源安全與供應韌性，並推動電力互聯、能源供應鏈、低碳與再生能源、能源科技創新及民用核能等領域合作。

Both sides agreed to strengthen cooperation on regional energy security by expanding policy exchanges and collaboration in power interconnectivity, energy supply chains, clean and renewable energy, energy innovation, and civilian nuclear energy.

結合中國倡議　推動能源投資

聲明指出，相關合作將配合《東協能源合作行動計畫（2026–2030）》，並探索與中國「全球發展倡議」（GDI）及「一帶一路倡議」（BRI）結合的合作機會，同時善用東協能源中心（ACE）、中國－東協清潔能源合作中心及中國－東協投資合作基金等平台，吸引公私部門資金投入區域能源建設。

The two sides will align cooperation with the ASEAN Plan of Action for Energy Cooperation (2026–2030), explore opportunities under China’s Global Development Initiative (GDI) and Belt and Road Initiative (BRI), and leverage existing ASEAN-China energy cooperation platforms and investment funds.

展現東協與中國持續深化戰略合作

此次聯合聲明再次重申東協與中國將持續推動全面戰略夥伴關係，在共同關切的國際議題上加強政策協調，並透過能源合作與區域對話，提升亞太地區的穩定、安全與永續發展。

The joint statement underscores ASEAN and China’s commitment to strengthening their Comprehensive Strategic Partnership by enhancing policy coordination, regional energy cooperation, and dialogue to promote long-term peace, stability, and sustainable development across the Asia-Pacific region.
