東協外長呼籲中東立即停火　憂衝突衝擊能源、糧食與區域經濟

東協（ASEAN）外長在馬尼拉舉行的第59屆東協外長會議後發表聯合聲明，對美國與伊朗再度爆發軍事衝突表達「嚴重關切」，呼籲各方立即停止敵對行動，恢復荷姆茲海峽（Strait of Hormuz）安全航運，並警告衝突恐對東南亞能源供應、糧食安全及區域經濟帶來短期與長期衝擊。

ASEAN foreign ministers expressed “serious concern” over the renewed hostilities between the United States and Iran, calling for an immediate cessation of fighting and the restoration of safe navigation through the Strait of Hormuz due to the conflict’s potential impact on Southeast Asia.

呼籲立即停火　透過外交化解衝突

聯合聲明指出，東協外長對中東局勢惡化深感憂慮，認為持續衝突已削弱各方斡旋努力，降低透過對話與外交和平解決問題的可能性，因此呼籲所有相關國家保持最大克制，立即停止中東各地軍事衝突。

The ministers stated that the renewed conflict has undermined mediation efforts and reduced the prospects for a peaceful resolution, urging all parties to exercise maximum restraint and immediately cease hostilities across the Middle East.

荷姆茲海峽攸關亞洲能源命脈

東協指出，荷姆茲海峽是全球最重要能源運輸通道之一，亞洲約六成原油仰賴中東供應，一旦航運再次受阻，將直接推高油氣價格，並衝擊能源供應鏈、區域貿易與經濟穩定。

ASEAN emphasized that the Strait of Hormuz is vital to global energy transport, noting that disruptions could significantly affect oil prices, energy supply chains, regional trade, and economic stability across Asia.

憂心糧食安全與供應鏈受衝擊

外長們表示，戰事不僅影響能源市場，也可能衝擊糧食供應、農業生產及肥料等農業投入品供應鏈，對東南亞人民生活及區域經濟帶來立即且長遠影響。

The ministers warned that the conflict could also disrupt food security, agricultural production, fertilizer supply chains, and broader regional economic resilience in both the short and long term.

重申航行自由　要求恢復安全通行

東協重申支持依據國際法維護海上安全與航行自由，呼籲恢復荷姆茲海峽船舶與航空器安全、持續且不受阻礙的通行，避免全球航運受到進一步影響。

ASEAN reaffirmed the importance of maritime safety and freedom of navigation, calling for the safe, continuous, and unimpeded passage of ships and aircraft through the Strait of Hormuz.

美國籲防止危險先例　東協維持中立立場

美國國務卿魯比歐（Marco Rubio）在東協系列會議期間表示，若任何國家能控制國際水道並向船舶收費，將為全球建立危險先例。然而，東協此次聲明並未點名任何一方應負責任，延續其一貫平衡、中立的外交立場。

U.S. Secretary of State Marco Rubio warned that allowing any country to control an international waterway would set a dangerous global precedent. However, ASEAN’s joint statement avoided assigning blame to either side, reflecting the bloc’s traditionally neutral diplomatic approach.

戰事陰影持續籠罩東南亞

分析指出，中東戰火再起已成為本屆東協系列會議最受關注的國際議題之一。隨著能源價格波動及供應鏈風險升高，東南亞各國恐再次面臨經濟壓力，未來局勢發展仍將持續影響區域安全與經濟前景。

The renewed conflict has overshadowed ASEAN meetings in Manila, with regional governments facing the prospect of renewed economic uncertainty as energy prices, supply chains, and regional stability remain under pressure.
