The United Kingdom and France have announced the completion of their first joint airborne nuclear strike exercise, codenamed “RUMMY.” Through coordinated fighter operations, aerial refueling and mission-specific roles, the exercise tested interoperability and combined operational capabilities. It also highlighted both countries’ efforts to deepen nuclear deterrence cooperation and strengthen Europe’s security framework.
Typhoon and Rafale Fighters Train for a Simulated Mediterranean Nuclear Strike
The Royal Air Force deployed Typhoon fighters to Saint-Dizier Air Base in France to join French Air and Space Force Rafale fighters for the RUMMY exercise on the 20th and 21st, operating over French territory and the Mediterranean. The scenario simulated French Rafale aircraft conducting a nuclear strike against a target in the Mediterranean, with British Typhoons providing defensive counter-air escort to protect the strike package.
A French A330 Multi Role Tanker Transport (MRTT) aircraft also provided aerial refueling for British and French fighters during the exercise. The activity demonstrated the two air forces’ ability to coordinate fighter operations, airborne support and mission execution, rehearsing the escort and support procedures required for a nuclear strike mission.
Implementing the Northwood Declaration to Coordinate Independent Deterrents
The UK Ministry of Defence said the exercise was a practical step toward deeper nuclear cooperation following the signing of the Northwood Declaration in July 2025. The declaration provides a framework for the two countries to coordinate their independent nuclear assets and strategies, strengthening bilateral cooperation and their shared commitment to European security.
The UK emphasized that no nuclear weapons were used during the exercise, which focused instead on validating joint procedures and interoperability. By coordinating their independent deterrent forces, the two countries aim to strengthen their overall deterrence posture and support NATO and European security.
UK Invests in Nuclear Deterrence as F-35As Prepare for NATO Nuclear Sharing
The UK Ministry of Defence said RUMMY also aligns with Britain’s broader plans to strengthen its nuclear deterrent. The government has previously outlined £63 billion in funding over the next four years for related defense and nuclear deterrence initiatives.
As the UK currently lacks an air-launched nuclear weapon capability and a corresponding nuclear delivery platform, it has announced plans to acquire 12 F-35A fighters for potential participation in NATO’s nuclear-sharing mission. The acquisition would give the Royal Air Force additional operational options and could create opportunities for further cooperation with France in fighter escort, aerial refueling and nuclear mission coordination.
As the UK and France continue joint exercises, nuclear policy coordination and next-generation fighter development, RUMMY demonstrates their efforts to improve interoperability through practical training. Both countries nevertheless retain independent nuclear decision-making and deterrent forces, with bilateral cooperation focused on coordination and complementarity rather than a single shared nuclear command structure.
