美軍現役E-4B「末日飛機」(Doomsday Plane)是由波音747-200客機改裝而成,正式名稱為「國家空中指揮中心」(National Airborne Operations Center, NAOC),目前共維持4架服役,主要任務是在核戰或國家重大危機期間,提供美國總統、國防部長與參謀首長聯席會議的空中指揮中樞。
The US military’s E-4B “Doomsday Plane” is a modified Boeing 747-200 officially designated as the National Airborne Operations Center (NAOC). A total of four aircraft remain in service, tasked with serving as an airborne command hub for the US president, secretary of defense, and Joint Chiefs of Staff during nuclear war or national emergencies.
全天候保持警戒 具備全球指揮通訊能力
Constantly on Alert With Worldwide Strategic Communications
美國空軍表示,至少有1架E-4B會全天候保持警戒狀態,可在接獲命令後迅速升空,確保即使地面指揮設施遭摧毀,美軍仍能維持全球核武部隊與戰略兵力的指揮能力。
The US Air Force states that at least one E-4B remains on constant alert at all times, ready for rapid launch to ensure continuity of command even if ground-based command facilities are destroyed.
E-4B搭載先進衛星通訊系統與超長波、極低頻通訊設備,可與全球各地的核潛艦、洲際彈道飛彈基地及戰略轟炸機保持聯繫,維持美軍完整核指揮鏈運作。
The aircraft is equipped with advanced satellite communications as well as very low frequency and extremely low frequency systems, enabling communication with nuclear submarines, ICBM launch facilities, and strategic bombers worldwide to preserve the US nuclear command chain.
可抵禦核爆衝擊 強化生存能力
Hardened Against Nuclear Blast and EMP Effects
美軍指出,E-4B具備高度抗毀能力,可承受核爆產生的電磁脈衝(EMP)衝擊,並對核輻射與高熱效應進行屏蔽處理,使其在極端環境下仍能維持運作。
According to the US military, the E-4B is specially hardened to withstand electromagnetic pulse (EMP) effects from nuclear detonations, while also being shielded against radiation and thermal impacts to ensure survivability in extreme conditions.
此外,機內電子設備與關鍵線路皆經過特殊防護設計,以避免電子系統因強電磁干擾而失效。
Its onboard electronics and critical wiring are also specially protected to prevent failure caused by intense electromagnetic interference.
空中加油可連飛一週 搭載逾百名人員
Capable of Flying for a Week With Aerial Refueling
E-4B最大特色之一是具備超長時間滯空能力,在空中加油機支援下,理論上可持續飛行長達1週不落地。美軍過去曾完成連續飛行35.4小時測試,驗證其長時間執勤能力。
One of the E-4B’s most notable features is its extreme endurance. Supported by aerial refueling tankers, the aircraft can theoretically remain airborne for up to a week without landing. The US military previously demonstrated this capability during a 35.4-hour continuous flight test.
E-4B搭載約112名機組與任務人員,為美國空軍編制人數最多的機種之一,機內設有指揮中心、會議室、簡報區與休息空間,可支援長時間戰略指揮任務。
The E-4B carries approximately 112 crew members and mission personnel, making it one of the largest crewed aircraft in the US Air Force inventory. Inside are command centers, briefing rooms, conference areas, and living quarters designed to support extended strategic operations.

Replacement Program Underway to Sustain Airborne Nuclear Command
由於E-4B機隊已服役數十年,美國空軍目前正推動新一代「生存空中作戰中心」(Survivable Airborne Operations Center, SAOC)計畫,預計以新型平臺接替現役E-4B,確保未來數十年仍具備空中核指揮與國家危機管理能力。
As the E-4B fleet has been in service for decades, the US Air Force is pursuing the Survivable Airborne Operations Center (SAOC) program to replace the aging aircraft and preserve airborne nuclear command and crisis management capabilities for the coming decades.
