北約啟動年度核威懾演習　史上最大規模F-35首次參與

北大西洋公約組織（NATO）將於下週一正式啟動年度核威懾演習 「Steadfast Noon 2025」，此次為近年規模最大的一屆，共有 14 國、71 架軍機 參與，其中美國 F-35 戰機將首次以 雙重掛載（Dual-Capable Aircraft） 角色投入。

今年演習以 荷蘭沃克爾空軍基地（Volkel Air Base） 為主要作戰中心，演訓範圍橫跨 北海與西北歐空域，並由 英國萊肯希斯（RAF Lakenheath）、比利時克萊涅布羅格（Kleine Brogel） 及 丹麥斯克里斯楚普（Skrydstrup） 提供支援。

根據北約核政策主任 Jim Stokes 表示，Steadfast Noon 為年度例行訓練，不針對任何特定國家，也不涉及實際核彈使用。演習目的是確保北約核威懾能力 「可信、安全、可控且有效」，同時展示聯盟防衛決心。

今年共有 德國、波蘭、芬蘭、瑞典、荷蘭與美國 等國出動主力戰機，包括 德國 Tornado、波蘭 F-16、芬蘭 F-18、瑞典 Gripen 以及 荷美 F-35。此外，美軍並派出 KC-46 加油機與電子戰支援機。

北約秘書長 馬克・呂特（Mark Rutte） 在影片中強調：「這項演習向潛在對手傳達明確訊號——北約有能力保護所有盟國，抵禦任何威脅。」

儘管北約多次重申演習屬例行性質，但其舉行時間正值俄羅斯副外長警告「核國對抗風險升高」之際，令外界關注此次演習的政治訊號。

NATO to Launch “Steadfast Noon 2025” Nuclear Deterrence Exercise with Record Aircraft Participation

Paris – October 11, 2025 – NATO will begin its annual “Steadfast Noon” nuclear deterrence exercise on Monday, featuring one of the largest aircraft contingents in recent years, including the U.S. F-35 in the dual-capable aircraft role for the first time.

This year’s drills will focus on the North Sea region, operating primarily from Volkel Air Base in the Netherlands, with supporting bases in Belgium, Denmark, and the U.K.

NATO officials stressed that the exercise is routine and non-provocative, aimed at maintaining the credibility, safety, and effectiveness of the alliance’s nuclear deterrent.

NATO Secretary General Mark Rutte said the exercise “sends a clear signal to any potential adversary that we can and will defend all allies against all threats.”

Around 71 aircraft from 14 nations will take part, including Germany’s Tornado, Poland’s F-16, Finland’s F-18, Sweden’s Gripen, and U.S.–Dutch F-35s, alongside refueling and electronic warfare support assets.

France will not participate, as its nuclear forces remain outside NATO’s command structure, though discussions with the U.K. for closer cooperation continue to strengthen European deterrence.
