U.S. Secretary of Defense Pete Hegseth announced a restructuring of the Office of the Director of Operational Test and Evaluation (DOT&E), reducing its staff from 94 to 46 and terminating all contractor support. This move has raised concerns about insufficient oversight of the Trump administration’s $175 billion “Golden Dome” missile defense project.

 

Multiple sources indicated that Hegseth’s decision was partly driven by dissatisfaction with DOT&E’s plans to oversee testing for the Golden Dome. Senator Jack Reed, a senior member of the Senate Armed Services Committee, criticized the move as “reckless and damaging,” arguing that reducing personnel would weaken independent oversight of critical military programs, potentially leading to the deployment of untested systems and jeopardizing operational readiness and taxpayer funds.

 

DOT&E, established by Congress, is responsible for independent oversight of all Department of Defense programs with research and development costs exceeding $525 million or procurement costs over $3 billion. Currently, it oversees more than 250 programs, including the F-35 Joint Strike Fighter, the Army’s Long-Range Hypersonic Weapon, and the Navy’s Aegis modernization program.
