「藍色無人機」標準成全球趨勢 資安與供應鏈成軍規採購新核心!

在近年的區域衝突中,無人機已成為戰場不可或缺的新型戰力。從納卡戰爭、烏俄戰爭到以巴衝突,小型商用無人機的部署頻率急遽上升,顯示其在戰場偵察、打擊與支援作戰中所扮演的關鍵角色。
Commercial drones have become an integral force on modern battlefields. Conflicts in Nagorno-Karabakh, Ukraine, and Gaza have highlighted the strategic value of small drones for reconnaissance and precision strikes.

然而,隨著需求暴增,中國無人機在全球市場的滲透率也水漲船高,引發美國政府對資安風險的高度警戒。美國國會已明令禁止軍方採購中國製無人機,並致力建立更安全的採購體系。
The rise of Chinese-made drones has triggered serious security concerns in the U.S., prompting Congress to ban their military use and push for a secure, domestically-controlled drone supply chain.

2020年,美國國防部所屬的「國防創新小組(DIU)」推出「藍色無人機」(Blue UAS)計畫,目標在於認證本土製造且符合聯邦資安標準的無人機,建立一個高效率、具信任度的國防供應網。
To address this, the Defense Innovation Unit (DIU) launched the Blue UAS program in 2020—aimed at fast-tracking approval for secure, U.S.-made drones meeting federal cybersecurity and supply chain integrity standards.

透過這項制度,獲得認證的無人機將列入「藍色清單(Blue UAS List)」,並享有政府採購優先權。若配件停產、軟體未更新,或供應鏈出現風險,該產品將被移出清單,形成高度滾動的評鑑機制。
Drones on the Blue UAS List are approved for federal procurement, but can be removed if parts become obsolete, software lapses, or red-flagged suppliers are found—ensuring continual compliance with rigorous standards.

為強化應變速度,美方也引入「96小時內審批」與「遞補制度」,讓軍方能迅速採用戰場需求所需的新型機種,同時反映烏俄戰爭中無人機快速演進的現實。
The DIU has accelerated its approval cycle to under 96 hours, adapting to battlefield realities seen in Ukraine, where drone technologies must evolve rapidly to counter changing threats.

對照美方經驗,台灣也同步強化本土無人機研製與資安把關。除責成中科院研發軍用機型,行政院亦設立「亞洲無人機AI研發中心」,規劃五大策略推動產業發展與民主供應鏈。
Taiwan has echoed this shift. With the establishment of its Asian UAV AI Innovation Center and strategic mandates from its Executive Yuan, the nation is prioritizing self-reliant development and secure drone ecosystems.

我國未來若能導入類似「藍色無人機」的認證標準,將有助於確保國軍裝備具備資安防護力、戰術適應性與供應鏈韌性,強化整體作戰效能。
Adopting a Taiwan-adapted version of Blue UAS would ensure that defense acquisitions meet cybersecurity, tactical, and logistical resilience requirements—paving the way for greater autonomy and battlefield readiness.
