擺脫對中依賴！印度推67億新計畫　打造自主無人機供應鏈

為強化自身國防自主性，印度政府正規劃一項為期三年的國家投資計畫，預計投入約200億盧比（折合新台幣67.7億元），推動無人機關鍵零附件本土生產，並促進反無人機技術研發。

India is planning a ₹20 billion (NT$6.77 billion) investment over three years to boost domestic production of drone components and counter-drone systems.

據《印度時報》等多家媒體7月4日報導，這項計畫將透過高額獎勵、低利貸款等方式，鼓勵國內企業進入軍用無人機關鍵供應鏈，目標在2028財政年度前達成「40%零件印度製造」的自主化里程碑。

The plan aims to achieve 40% localization of critical drone components by FY2028, with incentives and concessional bank loans supporting local companies.

無人機已成為現代戰場不可或缺的主力裝備。今年5月印度與巴基斯坦的邊境衝突中，雙方大量部署偵察無人機、自殺式攻擊無人機與精準彈藥，使印度政府意識到加速無人機產業國產化的迫切性。

長期以來，印度軍方主要從以色列採購軍用無人機。然而，中印關係長期緊繃，加上與巴基斯坦的軍事對峙持續，使印度政府必須重新評估關鍵裝備供應鏈的風險。

India traditionally imports military drones from Israel, but growing tensions with China and Pakistan have prompted a strategic shift toward domestic production.

其實早在2021年，印度政府就曾推出總額12億盧比的獎勵計畫扶植無人機製造業。此次新計畫則進一步擴大規模，並將重點放在「自製率」與「供應鏈韌性」兩大面向。

A previous ₹1.2 billion drone incentive scheme was launched in 2021, but the new program expands both the funding and strategic scope, focusing on self-sufficiency and industrial resilience.

這項新政策也將配合國營銀行系統，提供無人機企業低利貸款，協助資金門檻較高的研發與測試階段，從而培育出具規模的本土無人機產業生態系。

State-owned banks will offer low-interest loans to drone firms, aiming to reduce financial barriers to R&D and foster a robust domestic UAV ecosystem.
