U.S. Navy Prepares for Potential 2027 Conflict: Enhancing Recruitment and Unmanned Technology Deployment

On May 1, 2025, Chief of Naval Operations Adm. James W. Kilby delivered a speech at the “Modern Day Marine” conference in Washington, outlining the Navy’s future priorities. He emphasized the need to bolster recruitment efforts and invest in the integration of unmanned and manned systems to enhance readiness in light of China’s potential military action against Taiwan by 2027.

Kilby noted that traditionally, the Navy has projected Marine Corps power from sea to shore. However, there are now opportunities to reverse this dynamic, projecting Marine power from shore to sea. For instance, the ability to launch anti-ship missiles from land or operate ground-based radar systems like G/ATOR has gained newfound significance in the evolving strategic environment.

Additionally, tensions in the Indo-Pacific region continue to escalate. Admiral Samuel Paparo, Commander of the U.S. Indo-Pacific Command, warned that while the U.S. can currently defeat China in a Taiwan conflict, its military advantage is eroding due to China’s rapid expansion. He highlighted China’s accelerated production of submarines and warships and its expanded military presence in the Pacific, including operations near Australia.
