Creative Community Planners – Industrial zone sees new spring

Nestled in the secluded mountains, overlooking a river, agriculture remains the lifeblood of Luliaokeng in Qionglin Township, Hsinchu County. Unfortunately, the damage of reckless government policies in the past remains visible in the form of a towering industrial zone positioned on the way into the village. On the upside, over last few years, people from rural communities have been working to patch up visible cracks in unbalanced government policies towards the economy and green industry - these ‘Community Planners’ are normal people from all walks of life. After just 72 hours of intensive training, these community-planner fledglings are able navigate severe funding shortages and still mobilize locals into working together to preserve the local environment and transform the community.

新竹縣芎林鄉的鹿寮坑，依山傍水、環境清幽，居民大部分以務農為主，但因為早年政府的錯誤政策，造成村莊的入口，出現一個突兀的工業區。不過近年來，在政府拼經濟和發展綠色產業之間整合失調的夾縫中，仍有一小群人在各個農村中扮演著穿針引線的環境修補師，他們就是一群來自民間各行各業的「社區規劃師」。經過72小時的密集訓練，這些剛投入社區營造的社規師們，已經能夠在經費短絀的情況下，以協力換工的方式，在個個社區進行人文、地景保存與改造。
