Focus on MQ-9B Maintenance to Strengthen Japan’s UAS Operational Foundation

美國通用原子航空系統公司(General Atomics Aeronautical Systems, Inc., GA-ASI)與日本富士通(Fujitsu Limited)宣布簽署合作備忘錄(MOU),將共同研議在日本建立無人機系統(UAS)維護與操作支援能力,並進一步推動未來技術合作。雙方將以強化MQ-9B無人機在日運作基礎為主要目標,提升相關系統的持續運作與任務支援能力。

依據MOU內容,雙方將著手研議由富士通在日本境內為GA-ASI研製的MQ-9B提供維修與操作支援,討論範圍包括航電系統維護、零組件管理、維修人員訓練,以及日本境內的維修支援服務。此外,雙方也將探索任務系統、系統整合及其他相關技術領域的合作機會。

雙方表示,將透過分階段評估設計、製造與測試等相關技術及商業機會,建立安全且可持續的UAS運作基礎,以因應日本安全需求。除建立MQ-9B維修與操作支援能力外,未來也將進一步探索任務系統及系統整合等領域的合作與商業化機會,擴大無人機系統的運用效益。

The two companies said they will conduct phased evaluations of technologies and business opportunities related to design, manufacturing, and testing capabilities to establish a secure and sustainable operational foundation for UAS in Japan. In addition to developing MQ-9B maintenance and operational support capabilities, they will explore future cooperation and commercialization opportunities in areas such as mission systems and systems integration to expand the utility of unmanned aircraft systems.

隨著全球安全環境日益複雜,日本也面臨強化廣大專屬經濟海域(EEZ)長時間、大範圍情報蒐集與監視能力的需求。日本防衛省已規劃為海上自衛隊(JMSDF)採購23架MQ-9B,預定自2027會計年度起投入部署,希望藉由強化海上監視能力,提升安全任務效能,同時降低人力需求。

As the global security environment becomes increasingly complex, Japan faces a growing need to strengthen persistent, wide-area intelligence-gathering and surveillance capabilities across its vast Exclusive Economic Zone (EEZ). Japan’s Ministry of Defense has announced plans to procure 23 MQ-9B aircraft for the Japan Maritime Self-Defense Force (JMSDF), with deployment scheduled to begin in fiscal year 2027. The effort is intended to strengthen maritime surveillance and security missions while improving operational efficiency and reducing manpower requirements.

The MQ-9B can remain airborne for more than 24 hours through satellite-based remote operation and, equipped with advanced sensor systems, can provide real-time, wide-area situational awareness around the clock. As the MQ-9B is expected to conduct long-duration missions in Japan, GA-ASI and Fujitsu consider a domestic maintenance and operational support framework important for addressing challenges such as extended parts procurement lead times and the recruitment and training of personnel with specialized maintenance expertise.

GA-ASI and Fujitsu Combine Expertise to Strengthen MQ-9B Sustainment in Japan

GA-ASI具備UAS設計、製造及完整任務系統解決方案的豐富經驗,相關能力涵蓋感測器、地面控制站及整體無人機任務運作。富士通則已累積超過10年海上自衛隊海上巡邏機維修與操作支援經驗。雙方希望藉由整合各自技術與維保專長,建立MQ-9B在日本長期、穩定且可靠的維修與操作支援體系。

GA-ASI brings extensive experience in UAS design and manufacturing, as well as complete UAS mission solutions covering sensors, ground control stations, and overall mission operations. Fujitsu, meanwhile, has more than 10 years of experience in maintenance and operational support for maritime patrol aircraft operated by the JMSDF. By combining their respective technical and sustainment expertise, the two companies aim to establish a long-term, stable, and reliable MQ-9B maintenance and operational support framework in Japan.

未來雙方將持續推進相關合作討論,並探索航電維護、現場支援、維修、人員教育與訓練、零組件管理及供應鏈等領域的技術合作與商業化機會。同時,也將研議透過與其他相關系統整合,以及導入先進操作支援能力,進一步提升UAS運作效能,持續支援日本安全需求。

Going forward, the two companies will continue discussions on establishing the required maintenance and operational support capabilities while exploring technical collaboration and commercialization opportunities in avionics maintenance, field support, maintenance, workforce education and training, parts management, and supply chain capabilities. They will also examine opportunities to enhance UAS operations through integration with related systems and other advanced operational support capabilities, further supporting Japan’s security requirements.

GA-ASI全球業務副總裁Zachary Stang表示,這項協議是為日本客戶提供最佳支援的重要一步,並期待運用富士通在維修與操作支援方面的專業經驗,進一步擴大GA-ASI無人機系統在日本的運用。富士通國家安全事業部主管宮崎健一郎(Kenichiro Miyazaki)則指出,將運用公司在防衛領域累積的技術能力,以及長期維修與操作支援經驗,協助建立MQ-9B可持續的維修體系,並以此MOU作為雙方深化合作的起點。

Zachary Stang, Regional Vice President for General Atomics Global, said the agreement represents an important step toward providing optimal support to Japanese customers, adding that GA-ASI looks forward to leveraging Fujitsu’s expertise in maintenance and operational support to expand the utility of its unmanned aircraft systems in Japan. Kenichiro Miyazaki, Head of the National Security Business Unit at Fujitsu, said the company will draw on its defense-sector technologies and extensive maintenance and operational support experience to contribute to a sustainable MQ-9B maintenance framework, describing the MoU as a first step toward deeper cooperation between the two companies.
