The U.S. government has recently implemented a new policy prohibiting American government personnel stationed in China, along with their families and contractors holding security clearances, from engaging in any romantic or sexual relationships with Chinese citizens.

This policy was enacted by outgoing U.S. Ambassador Nicholas Burns in January 2025, just before his departure from China. It applies to staff at the U.S. Embassy in Beijing and consulates in Guangzhou, Shanghai, Shenyang, Wuhan, and Hong Kong.

The only exception is for U.S. personnel who had pre-existing relationships with Chinese citizens before the policy’s implementation; they can apply for exemptions.
