When Every Second Counts: Yuemei Elementary Demonstrates Earthquake Preparedness

PeoPo Citizen Journalism | School Safety & Education | Taitung, Taiwan | Drill held Friday, 16 October 2026

By Casper Keller | Educator, Yuemei Elementary School, Taitung

A drill that went beyond “duck, cover and hold on”

Taiwan is no stranger to earthquakes. For those of us living and teaching on this beautiful but geologically active island, preparedness is more than a calendar exercise. It is a responsibility that can save lives. On Friday, 16 October, Yuemei Elementary School in Taitung held a carefully organised earthquake exercise that demonstrated the dedication behind its emergency planning and the teamwork of its students and staff.

Preparing for the unexpected

A real earthquake does not wait until everyone is in the classroom. In the simulated scenario, some children were still in the bathrooms when the earthquake struck, while another student acted as though injured. These were planned, fictional complications—not real emergencies—intended to let staff practise their responses when an evacuation does not follow the simplest possible script.

An emergency plan is useful only when the people responsible know how to put it into practice.

Every child accounted for

Students moved to designated outdoor assembly areas, wearing protective head coverings and gathering under staff supervision. Teachers checked their groups and coordinated the next steps. Behind a seemingly simple head count lies a serious duty: knowing where every child is and making sure nobody is overlooked.

The response does not end at the playground

The drill also tested the wider emergency response. A temporary nursing and first-aid station needed to be set up promptly, and a student playing the role of an injured child required simulated attention. Parent-contact procedures were practised, as were simulated reports and updates involving police, ambulance and fire services. The exercise did not involve a real injury or a genuine emergency.

The point was to practise the full chain of care: accounting for students, communicating with families, sharing information and coordinating different responsibilities.

Professionalism behind the scenes

What impressed me as an educator was the amount of planning needed for such a coordinated exercise. Staff had to understand their roles, prepare equipment, account for students, manage the imaginary injury and rehearse the flow of communication. The details may not attract attention in an ordinary school day, yet they are precisely what makes a school better prepared for the unexpected.

A practical lesson in safety

For students, this was learning that no textbook can fully reproduce: how to respond calmly, follow directions, remain with their group and understand why safety procedures matter. For staff, it was a chance to practise their responsibilities in a realistic scenario. For those watching, it offered a glimpse of the professional work that often takes place quietly behind the scenes in Taiwanese schools.

Preparedness is care

We cannot prevent the next earthquake. We can, however, prepare for it. Yuemei Elementary’s exercise highlighted the commitment of the students, teachers, administrators and coordinators involved. Their work deserves recognition—not because emergencies can ever be made predictable, but because careful preparation gives children a stronger foundation for responding safely when the unexpected happens.

Earthquake preparedness, at its heart, is care put into action.
