嘉義無人機園區預算待解凍 中科院揭72家企業排隊進駐！

在國防預算審議熱度升溫之際，中科院針對嘉義民雄無人機產業園區的最新進展，公開了一項令人矚目的數字。

Amid increasing scrutiny over defense budget allocations, Taiwan's National Chung-Shan Institute of Science and Technology (NCSIST) revealed that 72 companies have shown intent to join the upcoming UAV industry park in Minxiong, Chiayi.

中科院規劃於嘉義民雄開發「航太暨無人機產業園區」，總經費編列超過68.5億元。園區預計分東、西兩側開發，其中東側為研發驗證基地，由中科院主導開發，西側則將作為招商產業區，對外開放無人機上下游廠商進駐。

The aerospace and drone industry park, with a proposed budget exceeding NT$6.85 billion, is planned across a 54-hectare site in Minxiong. The east section is designated for research and testing led by NCSIST, while the west section is reserved for private industry participation in UAV and aerospace supply chains.

不過園區114年度預算中有30%遭立法院凍結，須通過專案報告審查方可動支。對此，中科院已提交報告，外交國防委員會將於明日進行專案說明與解凍審議。

However, 30% of the 2025 fiscal budget for the park remains frozen by the Legislative Yuan. The funds can only be activated pending review and approval of a detailed project report, scheduled for discussion tomorrow by the Foreign and National Defense Committee.

中科院強調，已有72家廠商表達進駐意願，產業類型涵蓋無人機系統整合、航太精密加工、光電感測、動力系統、通信導航等多個關鍵領域。

NCSIST underscored that 72 firms are eager to enter the park, spanning key fields such as UAV systems integration, aerospace machining, photonics, propulsion systems, and navigation technology.

在園區建設方面，位於民雄東側的「無人機研發驗證基地」第一期工程已於2023年底動土，預計2025年完工、2026年初啟用，屆時將具備地面測試、飛行測試及AI數位模擬等多功能能力。

The first phase of the UAV R&D and validation base broke ground in December 2023 and is expected to complete by the end of 2025. Once operational in early 2026, the site will support ground testing, flight simulations, and AI-based twin modeling.

另一方面，西側產業園區則將比照科學園區開發模式，預計2026年完成環評、啟動工程建設，2028年陸續完工。初期將進行產業調查與招商作業，中科院已委託台灣經濟研究院回收170份問卷，有72廠商表態進駐，其中對標準化廠房需求尤高。

The west section will adopt a model akin to Taiwan's successful science parks. Environmental assessments are to be completed by 2026, with full construction and occupancy starting in 2028. NCSIST, in partnership with the Taiwan Institute of Economic Research, collected 170 survey responses—of which 72 companies confirmed interest, especially in standardized factory spaces.

國產化進程方面，中科院指出，除火工、加密等敏感技術外，小型及攻擊型無人機已達100%國產化，大型無人機則超過80%。未來園區將依據政府無人機政策，針對具備技術能力的業者優先扶植，形成自主化軍民雙用聚落。

As for domestic production capabilities, NCSIST claimed full localization for small and attack drones, and over 80% for larger models—excluding sensitive technologies like munitions and encryption. The institute plans to align its industrial support with national UAV policies to foster a self-reliant, dual-use ecosystem.
