【巴黎航展特別報導】Elfly與EASA簽署前期開發合約,全電動水上飛機Noemi邁入實質驗證

【巴黎航展現場報導】挪威新創Elfly Group於6月18日在巴黎航展期間,正式與歐洲航空安全局(EASA)簽署開發前階段合約(Pre-Application Contract, PAC),共同推進其劃時代的全電動水上飛機“Noemi(No Emissions)”概念原型機之研發與最終認證程序。
[Paris Air Show Exclusive] On June 18th, Norway’s Elfly Group signed a landmark Pre-Application Contract (PAC) with the European Aviation Safety Agency (EASA) during the Paris Air Show, marking a major step toward certifying its revolutionary all-electric seaplane prototype, Noemi (No Emissions).

該合約由Elfly創辦人暨執行長Eric Lithun與EASA可持續發展、研究與創新部門主管David Solar代表簽署,象徵著雙方將展開長期合作,目標於2030年前取得歐洲適航認證。
Signed by Elfly CEO Eric Lithun and EASA’s Head of Sustainability, Research, and Innovation David Solar, the agreement paves the way for long-term collaboration aimed at full certification of the Noemi aircraft by 2030.

Elfly於近期完成Noemi原型機的「設計凍結審查」(Concept-Freeze Review, CFR),此次合約簽署將使公司得以與EASA展開全面的技術熟悉作業,包括設計、製造、測試與飛行條件確認,模擬完整型號認證流程。
Following the successful completion of its Concept-Freeze Review, the PAC now enables Elfly to engage EASA in early technical familiarization and agreement on the flight conditions necessary for a Permit-to-Fly, closely mirroring a full type certification process.

EASA代表Solar表示:「Noemi項目展現對永續航空的前瞻與雄心,透過前期合作機制,我們能協助Elfly打造一架安全、可飛行的創新機型。早期密切互動是這類創新飛機能順利問世的關鍵。」
“The Noemi project represents an exciting and ambitious vision for the future of sustainable aviation,” said David Solar. “Early and collaborative engagement is key to enabling innovative aircraft like Noemi to safely reach the market.”

Noemi命名源自「No Emissions」,是Elfly自主開發、以100%電動驅動的水上短程通勤飛機,其機體設計據稱在效能上大幅超越經典的de Havilland Twin Otter浮筒機。
The Noemi—short for “No Emissions”—is a clean-sheet, all-electric seaplane platform, which, according to CEO Lithun, dramatically outperforms the venerable de Havilland Twin Otter in terms of aerodynamic efficiency.

Elfly指出,雖目前專注於電池驅動設計,但Noemi平台具有高度彈性,也支援混合動力、傳統PT6渦輪發動機,甚至未來轉向氫能亦可行——「只要商業模式可行。」
While battery-electric propulsion is currently the focus, Elfly says the Noemi platform is propulsion-agnostic—capable of supporting hybrid systems, PT6 engines, and potentially hydrogen, “if a valid business case is presented,” according to Lithun.

「我們稱它為『能飛往世界任何角落的飛機』。Noemi的設計是為未來100年的航空交通而生。」Lithun強調。
“We call it the ‘go anywhere plane’. Noemi is built for the next 100 years of aviation,” Lithun stated.

目前Elfly已獲得47架Noemi的非約束性預訂,總值約5億美元,另有全球業者對多達300架的潛在需求表示高度興趣。該機預計2027年首飛,2030年投入營運。
Elfly has secured soft orders for 47 Noemi aircraft worth an estimated $500 million, with expressed interest for an additional 300 units from operators worldwide. The first prototype flight is planned for 2027, with entry into service targeted for 2030.
