Following Ko Wen-je’s (柯文哲) election as Taipei Mayor in 2014, he honored a commitment to civic groups, community workers and city residents of the Farming Urbanism Network Taiwan to implement a “Garden City” policy. After taking up office he asked the Parks and Street Lights Office of the Pubic Works Department to make an inventory of any spaces lying idle in the city, from which he developed a comprehensive promotion and implementation plan. Civic groups have shown their full appreciation for the municipal team’s great commitment and effort.
However, a lack of communication and integration within the bureau during 2015 resulted in a situation where similar plans competed for the same pool of resources, thereby hampering the plan’s development. On top of this, a misunderstanding occurred regarding the very concept of a “garden city”, which is not merely about the experience of growing vegetables. Farming Urbanism Network Taiwan hopes that Taipei City Government can effectively take advantage of every available resource to rediscover the important significance and value of “Food and Agriculture” to the city, as well as rethinking and establishing a friendly relationship between people and food, people and the environment, and people and the land.
To this end, Farming Urbanism Network Taiwan has approached the city government with two major policy-improvement proposals:
1. Set up a project coordination unit or office
2. Open up the government to the spirit of people-participation in formation of the “Garden City” budget content

103年柯P當選臺北市市長後，兌現民間團體、社區工作者、市民所組成的「都市農耕網」的四大訴求的「田園城市」政策，並於上任後交付工務局公園處主政召集各局處盤點閒置空間，也擬定相關計畫進行推廣與操作，民間團體相當肯定市府團隊的承諾與努力。
但回顧104年的推動當中，因局處尚未有效溝通與整合，導致許多資源重複推動的現象，以及田園城市的意涵不應只有種菜體驗而已。「都市農耕網」期盼臺北市政府有效善用每一分資源，找回「食農」重要的意涵與城市的價值，重新思考與建立城市中人與食物、人與環境、人與土地的友善關係。都市農耕網並向市府提出2個主要的政策改善訴求：
1. 成立「專案辦公室或統籌單位」
2. 以開放政府、人民參與的精神，形成「田園城市」預算內容。
